Kathryn Link-Oberstar

Kathryn holds an M.S. in Computational Analysis and Public Policy from the University of Chicago and a Bachelor’s degree in Political Science & Public Policy from the University of California, San Diego. Her professional experience spans various sectors, including government, technology, non-profit, and urban planning. In addition to her professional work, Kathryn has been involved in political organizing, focusing on climate and other social issues.

Kathryn has previously worked as a Data Science Fellow for the House Digital Service, working on projects to improve congressional operations. She also served as a Data Analyst for a San Diego-based hunger relief non-profit, where she leveraged data to inform policy recommendations for federal food assistance programs and helped local food banks better allocate their resources across the region.

Kathryn aspires to make data accessible, understandable, and applicable for all public sector professionals, regardless of their background or domain expertise. She aims to bridge the gap between technologists and policy professionals and is excited to bring her knowledge of public benefits programs and background in data science to the TANF Data Team at the Administration for Children and Families.

In her free time, Kathryn enjoys mystery books, fiber arts, karate, and walks along Lake Michigan!

What Inspired You To Join The U.S. Digital Corps?

"The public sector is filled with passionate, experienced, and dedicated professionals committed to serving the public. The right technological tools have the potential to profoundly amplify this work: reducing structural inefficiencies, minimizing friction between the public and the government in accessing services, and helping to identify where limited resources can have the biggest impact. I am excited to join the U.S. Digital Corps to help identify solutions that make it easier for people to access the services they need in an easy, intuitive, and dignified way."
